For residents in Chemainus, Ladysmith, Nanaimo, Parksville, Qualicum, and surrounding areas, Blue Flame Venture offers an exceptional rebate program, including a Dual Fuel Rebate of up to $10,000, for installing dual fuel heating systems. This cutting-edge system combines an electric heat pump with a high-efficiency gas furnace, ensuring year-round comfort and efficiency for your home.

Eligibility Criteria

  • To qualify for the rebate, ensure the following conditions are met:

  • Natural Gas Account: Your home must have a residential FortisBC natural gas account. If you’re not the utility account holder, a Utility Account Holder Consent form must be completed.

  • Primary Residence: The property must be a year-round primary residence at least 12 months old. Eligible properties include single-family homes, duplexes, triplexes, row homes, townhouses, and mobile homes on permanent foundations. New constructions, additions, and garage upgrades do not qualify.

  • Application Timing: Applications must be submitted within six months of the invoice payment date. Rebates cannot exceed the invoice's paid amount.

Specific Requirements for Dual Fuel Systems

  • Invoice Date: Must be dated on or after July 1, 2024.

  • System Replacement: Must replace an existing gas furnace that is at least 10 years old.

  • System Specifications: Must be a new central ducted air source heat pump integrated with a new high-efficiency gas furnace.

  • Professional Installation: Must be installed by a Technical Safety BC licensed gas contractor registered with the Home Performance Contractor Network.

  • Eligible Systems: Must be listed on the rebate eligible product list with an AHRI certified reference number.

  • Thermostat Settings: For Vancouver Island, the thermostat or control board must switch over at ≤5°C.

  • Commissioning: The system must undergo commissioning to ensure proper installation and operation. A copy of the completed commissioning sheet must be available upon request.

  • Proper Sizing: A program-approved heat load calculation is required for accurate system sizing. Rule of thumb equipment sizing is not accepted.

  • Installation Guidelines: Must follow the Heat Pump Best Practices Installation Guide for Existing Homes and the High-Efficiency Furnace Installation Guide for Existing Houses.

  • Connected Thermostat: Must be installed by a licensed contractor at the same time as the new dual fuel system.

  • Exclusions: Warranty replacements and insurance claims are not eligible.

Rebate Information

  • Ensure your selected appliances qualify for the rebate by checking the rebate eligible product list or consulting with your contractor or retailer.

  • Dual Fuel System Rebate: Up to $10,000

  • Requirements: SEER ≥ 16; HSPF (Region IV) ≥ 10.00 or SEER2 ≥ 15.20; HSPF2 (Region IV) ≥ 8.50

  • Variable speed compressor not required

  • Minimum capacity of 12,000 BTU (1 ton)

  • Two-Upgrade Bonus: $300 for installing an eligible dual fuel system and making an additional Home Renovation Rebate upgrade.

  • Connected Thermostat Rebate: $150 (maximum of one connected thermostat rebate)
